Romans 2:13

¹³ (for not the hearers of the law are just in the sight of God, but the doers of the law will be justified;

just = (justified) a legal term denoting freedom from all grounds of condemnation. Pronounced righteous.

This verse is a logical statement to build Paul’s argument, not a statement of what man can do.
